Customs clearance

Customs clearance is a set of activities performed by participants of foreign economic activity (FEA) in order to move goods and vehicles across the customs border. In the narrow professional environment under this term are the following concepts: “customs clearance”, ‘declaration’, ‘import or export clearance’.

The list of requirements for legal entities and individuals is slightly different, below we will publish a list of documents for each case.

 

Import/export customs clearance for legal entities

Statutory documents:

  1. The Articles of Association or the Memorandum of Association of the company.
  2. Notification of Statistics.
  3. Extract from the Unified State Register of Legal Entities or Individuals.
  4. Certificate of registration with the tax authority.
  5. Certificate of state registration of a legal entity.
  6. Minutes of the meeting of founders, or the decision of the founder on the establishment of a legal entity.
  7. Bank statement of open accounts.

Documents confirming the right to sign customs declarations:

  1. Employment contract with an employee of the organization who signs the customs declaration (has an electronic signature).
  2. Employee Appointment Order.
  3. Power of attorney for an employee from an organization for the right to represent interests in the customs authority.
  4. Passport of the employee signing the customs declaration.

Documents required for import clearance

  • Foreign Economic Contract;
  • Invoice;
  • Packing List;
  • Product Description;
  • International standard consignment note;
  • Certificates, licenses, other permits for export of goods (if necessary);
  • Proof of ownership of the goods being shipped.

Documents required for export clearance

  • Foreign trade contract;
  • Application to the bank for contract registration (UPC);
  • Specification;
  • Invoice;
  • Packing list;
  • Download sheet;
  • Transport document;
  • Contract and invoice for freight, insurance.

Registration of import
from a natural person

1. Invoice with translation (scan by e-mail);

2. payment for the goods (payment card or receipt for transfer) scan by e-mail;

3. product description / technical description / MSDS safety data sheets for chemical products (with translation into Russian) (scan by e-mail);

4. In order to receive auto-motor parts, as well as spare parts for a boat/boat, a document confirming the ownership of the vehicle/boat is required;

5. Explanation of the delivery (how and for what purpose the goods were purchased) (scan by e-mail);

6. Payment of customs duty (receipt, payment slip) (scan by e-mail);

7. Bill of Loading (scan by e-mail), for carriage by sea.

8. Possibly the property documents for what the goods are imported. (scan by e-mail);

9. In order to obtain building materials for a house / dacha, a document confirming the ownership right and a plan / drawings of the house are required.

10. Transport documents (bill of lading) for transportation of goods for carriage by road;

11. CMR / CMR / bill of lading (scan by e-mail), for transportation by road;

12. Possibly TIR (TIR Carnet, for international transportation) (scan by e-mail) road transportation;

13. Railway consignment note (scan by e-mail), for transportation by rail;

14. AirWayBill (scan by e-mail), for transportation by air;

15. Power of attorney (notarized) for our employee, if the collection of documents from the carrier (usually at airports, and in cases where the client is in another region without the ability to be present at the place of customs clearance) is carried out by our company;

Registration of an individual with customs:

  1. Copy of passport (with residence registration) of a physical person (scan by e-mail);
  2. Copy of the TIN certificate of a physical person (scan by e-mail).
